* Comment char is outside from the CSV standard but its handled by most of softwares. The first line is a comment containing metadata about the file, making its content self-contained, as the file name could be changed independently from its content we do not consider the name of the file to be informative enough about the contents. Contents should hold all the necessary information about the file including metadata. Some alternative exist (CSVy for example) but the comment seems a simple way to balance with compatibility
